With the guidance of the North Bay Village NBV100 Master Plan, the Village is striving to become a more livable, sustainable and prosperous community that can adapt to the challenges of rising seas and a changing climate. At least one of the three pillars of NBV100: Livability, Resilience, and Prosperity, are present in each project the Village embarks on. Below, you’ll find a bit more about our three pillars and a few of the initiatives currently being undertaken by the Village.

Capital Improvement Projects & Studies

Project Description: In phase I & II we installed new sidewalks, replaced cracked and uneven sidewalks, curbs and gutters, as well as installed new ramps and sidewalks following ADA standards on Harbor Island. The Treasure Island portion of the project includes new construction and upgrades to sidewalks, installation of audible beacons, and construction of crosswalks to meet ADA requirements not addressed in the first phase. Construction is ongoing.

Project Description: The project consists of several revamped bus shelters, crosswalks improvements and pedestrian signage. The Village will redesign the bus shelters to match the updated NBV branding with a fresh look. The crosswalks and pedestrian signs will be enhanced to harmonize the Village’s goal to improve safety and walkability.

Project Description: This project will give residents access to Biscayne Bay by constructing a Civic Park with boat dock and kayak launch site, picnic area with pavilion, nature trail with signage, lighting, landscaping, a bike rack, living shoreline/seawall, and a mangroves patch.

The conceptual designs were completed in January 2023 and the project is now in the design and permitting phase.

The Community Rating System (CRS) is a voluntary incentive program that recognizes and encourages community floodplain management practices that exceed the minimum requirements of the National Flood Insurance Program (NFIP). Over 1,500 communities participate nationwide. NBV began the process of applying for membership in the CRS program in 2021. In early 2022, the Village was admitted to the CRS program as a class 8 municipality with a 10% reduction rate for all flood insurance policies starting in October of that year. 

The goal of the Village is to continue progressing in the CRS and achieve a class 4 ranking by 2030, saving residents at least 30% off their flood insurance premiums. 

Project Description: The Village is installing customized high-tech stormwater drainage filters on existing inlets to help protect the Biscayne Bay. The Village has partnered with SOP Technologies to install these storm inlet screens.

SOP Technologies has created patented stormwater filters that minimize ocean pollution, prevent street flooding, and reduce stormwater management costs for communities around the world. These filters will prevent debris from flowing into Biscayne Bay.
The Village was awarded a $150,000 state appropriation to design, create, and install the filters, thanks to the Mayor and Village Commission who lobbied the State Legislature for the project. Community members can scan QR codes located near installed filters to report misuse of inlets and log the types and quantities of pollutants that have been piled up, by simply using their cell phones.

Island Walk aerial with buildout graphicProject Description: The Island Walk project will provide waterfront access to the public through pedestrian walkways along the northern boundaries of Treasure Island and at key locations on Harbor Island. The project will raise the seawall along this pathway and will incorporate an over-water connector linking the North and South Island Walk Plazas. 

According to Village Code 8.14 – Shoreline accessibility, the RM-70 and CG districts contiguous to Biscayne Bay shall provide and maintain a shoreline walkway adjacent to and parallel to the riparian right-of-way. The shoreline walkway shall be provided continuously along the water for the full width of the property and shall be at least 25 feet wide.

In 2019, the Village completed the Island Walk South Plaza, located between the East 79th Street Bridge and the Grandview Palace Condominium. Work on the North Plaza, located between the East 79th Street Bridge and the Bridgewater Condominium, is expected to begin in Summer 2024.

Island Walk Status Update (March 2023)

Project Description: The existing stormwater collection system consists of catch basins, drainage pipes, pumps, and other drainage structures (culverts) used as a backup in case of pump failures. The existing pump needs replacement, as it operates intermittently for a minute before triggering an automatic ‘shut-off’ switch. Without an operational pump, the storm sewer system solely depends on the gravity outfall culverts, which are small in diameter and limited in effectiveness. Consequently, prolonged periods of flooding are observed, with the existing conveyance system incapable of adequately serving the neighborhood. The new design includes stormwater drainage wells, pumps and catch basins to convey stormwater from the southeast end of NBI. This will reduce flooding events in the section. Future design will address the other portion of the island.

Project Description: The Village is working on a permanent home for your Village government and police, as well as a fire station. This will ensure a more resilient community and a central hub for all your Village services.

Project Description: North Bay Village has partnered with the Argentine Football Association (AFA) to bring unprecedented benefits and amenities to the North Bay Village community, including new green space enhancements and recreational services for our residents. The NBV Community Center and Park project, set to break ground in 2024, has now been nominated as a finalist for the ‘North American Soccer Community Initiative of the Year Award. This award recognizes an organization that has made significant contributions to its local community through various initiatives. 

The project is a transformative public-private partnership that will bring new infrastructure and amenities to Treasure Island Elementary School (TIES) including a state-of-the-art community center that will emerge as a focal point for social engagement, cultural events and recreational activities for students and families in the Village. 

Residents can look forward to a sprawling community park, complete with a recreational trail/exercise path and green space that will serve as a hub for outdoor activities. This includes a plug-and-play after-school program for TIES students and extensive recreational programming run by AFA’s sports professionals. Community members will have access to full-sized illuminated playfields, padel and pickleball courts and several smaller multipurpose fields.

Project Description: This project, started in 2019, improves the green spaces in the area by planting ground cover and shade trees that enlarge the Village’s canopy – creating more shade and reducing heat island effects while enhancing the aesthetic beauty of NBV.

Between 2019 and 2022, under the leadership of the Village Commission, the Village planted 64 shade trees across our 3 islands.

In 2023, 68 more trees were planted. Half the costs of acquiring and planting the trees was covered by County Neat Streets grants the Village was able to secure. 

In 2024, 20 Gumbo Limbo trees and 10 Spanish Stoppers were planted at Treasure Island Elementary School as part of the Village’s broader Urban Reforestation Project. The trees were funded by the Miami-Dade County GREEN Matching Grant Program.

Project Description: Residents in the Village will soon be able to easily access Biscayne Bay with the first public water access project in North Bay Village history.

A new kayak launch will make it easy to get a small watercraft into the Bay. An adjoining dock will serve as the home base for North Bay Village Police Department’s Marine Patrol Unit, enhancing community safety on the waters. The launch will have a mechanical lever system that will lower the watercraft into the water behind the park.

  • Funding: The Florida Inland Navigation District awarded the Village $300,000 to fund the construction of the project. 
  • Timeline:
    • June 2024 – Installation of concrete columns for dock and boat lift.
    • July 2024 – Install boat lift and kayak launch equipment.
    • August 2024 – Electrical installation. 
    • September 2024 – Expected completion date. 

Project Description: This project aims to renovate and improve the existing wastewater pump station located on the Village’s Galleon Street property by replacing the existing system with a state-of-the art underground facility, for enhanced performance and efficiency. This will allow the Village to turn the current pump station area into a recreational space.

  • Timeline: Construction began in Summer 2023 and is expected to be completed by 2024.

Project Description: The Island Walk North Plaza is located between the East 79th Street Bridge and the Bridgewater Condominium. This is a shoreline walkway connecting the South Plaza and the North Plaza and runs along the northern and western borders of Treasure & Harbor Island.

Project Description: The Village will be installing two welcome signs along Kennedy Causeway in both directions of traffic. The sign will consist of decorative lighted structures 15 – 20 ft tall mounted on concrete bases. The Eastern entry sign will be constructed when the Island Walk North Plaza is complete.

Recently Completed

In 2022, NBV developed a Village-wide Stormwater Master Plan intended to enable the Village to assess the existing stormwater infrastructure, elevate current and future drainage conditions, determine allowable levels of flooding, and identify improvements to address future rain, flood, and water quality concerns based on scientifically-backed projections and state-of-the-art modeling tools. In November 2022, over 66% of NBV voters approved the issuance of up to $60 million in general obligation bonds to address stormwater and associated roadway projects.
