IMPORTANT ELECTION INFORMATION AND LINKS

NORTH BAY VILLAGE MUNICIPAL GENERAL ELECTION NOVEMBER 3, 2026

In accordance with the North Bay Village Charter and Code of Ordinance, the Village holds municipal General elections every two years, in even-numbered years in November. The General Election of Mayor and two Commissioners will be held on Tuesday, November 3, 2026. Elections are conducted in accordance with the provisions of Title IX, Florida Statutes (Chapters 97-106).

The Village is governed by a Commission of five (5) members, all of whom shall be electors of the Village. There shall be a Harbor Island Commissioner, a North Bay Island Commissioner, a Treasure Island Commissioner, a Commissioner at-large, and a Mayor. Candidates may qualify for the offices of Mayor, Harbor Island Commissioner, and At Large Commissioner.

Qualifying Period:

Starts: July 20, 2026 at 12:00 PM

Ends: July 31, 2026 at 12:00 PM

Polls will open from 7:00 a.m. to 7:00 p.m.

Qualifying Fees:A Non-refundable filing fee in the amount of $250.00
Election Assessment Fee:In accordance with F.S. 99.093(1) – Each person seeking to qualify for nomination or election to a municipal office shall pay, at the time of qualifying for office, an election assessment. The election assessment shall be an amount equal to 1 percent of the annual salary of the office sought.
Salary:

Mayor – $7,800

Commissioners: $6,300

Term of Office

Mayor – Two (2) years

Commissioners – Four (4) years

The person shall also be and remain during their respective terms of office, permanent residents of their respective islands; however, this shall not apply to any mere temporary relocation within the Village. Village Commissioner seats shall be elected for four (4) year terms.

The Mayor, Harbor Island and At Large Commissioners shall reside on any of the said islands of the Village for a continuous period of not less than one (1) year immediately prior to the date of the subject candidate’s initial filing of qualifying papers for the Commission and shall also be and remain during their respective terms of office, permanent residents of their respective Islands; however, this shall not apply to any mere temporary relocation within the Village. The Mayor and Commissioner-at-large, the two (2) remaining positions, shall reside on any of the said islands of the Village for a continuous period of not less than one (1) year immediately prior to the date of the subject candidate’s initial filing of qualifying papers for the Commission and shall also be and remain during their respective terms of office, permanent residents of the Village. The term of each Village Commissioner will be for four years, on a staggered basis.  All of the Commissioners and the Mayor shall be elected by the voters at large of the Village.

Any citizen who can qualify for the office of Commissioner or Mayor of the Village as provided herein may be nominated for Commissioner or Mayor by a petition provided by the Village Clerk for this purpose signed by not less than fifty (50) electors and filed with the Village Clerk. No elector shall sign more than one nominating petition for each seat. Should an elector sign more than one petition for each seat, his signature shall be void except as to the petition first filed for each seat.

SEATS OPEN FOR ELECTION

On November 3, 2026, the following positions are up for election:

  • Mayor – 2 year term  (Incumbent Mayor Rachel Streitfeld)
  • Harbor Island Commissioner – 4-year term (Incumbent Commissioner Andy Daro)
  •  At Large Commissioner – 4 year term (Incumbent Commissioner Goran Cuk)

 RUN-OFF ELECTION

The candidate receiving a majority of the votes for each Commission seat and/or the Mayor’s seat shall be elected for that seat. In the event that a seat has not been won by a majority, a Run-off Election is required and will be held on November 17, 2026.

HOW TO BECOME A CANDIDATE :

To become a candidate, the following documents must be filed with the North Bay Village Clerk PRIOR to opening a campaign account, receiving contributions, or making any expenditures:

The first step in any election campaign is to appoint a Campaign Treasurer and designate a Campaign Depository.  Form DS-DE9 “State of Florida Appointment of Campaign Treasurer and Designation of Campaign Depository for Candidates”.   Please complete and return the DS-DE9 to the Village Clerk.  A candidate may be his or her own campaign treasurer or deputy treasurer.

    • Must be filed prior to opening the campaign account and prior to accepting contributions or making expenditures on the person’s behalf.
    • A candidate may be their campaign treasurer or deputy treasurer, but anyone designated must also be a registered voter of the State of Florida
    • Your campaign depository must be a bank, savings and loan association or credit union authorized to do business in the State of Florida. The campaign account must be separate from any personal or business accounts.
    • All monetary contributions must be deposited in the campaign account within five (5) business days of receipt.
    • Only the campaign treasurer or the deputy campaign treasurer may sign campaign expenditure checks.

Must be filed within 10 days of filing of DS-DE 9. This form states that the candidate has been provided access to read and understand the requirements of Chapter 106, F.S.

CAMPAIGN TREASURER’S REPORTS :

Campaign Treasurer Reports shall be filed with the Village Clerk on the 10th day following the end of each month, except that if the tenth day occurs on a Saturday, Sunday or legal holiday, the report shall be filed on the next business day that is not a Saturday, Sunday or legal holiday.

Failure to file a report on the designated due date shall subject the candidate to a fine of $50 per day for the first 3 days late and, thereafter, $500 per day for each late day; not to exceed 25% of the total receipts or expenditures, whichever is greater, for the period covered by the late report.  However, for the reports immediately preceding each primary and general election, the fine shall be $500 per day for each late day, not to exceed 25% of the total receipts or expenditures whichever is greater, for the period covered by the late report, as provided in F.S. Section 106.07(8). Fines must be paid from the candidate’s personal funds – not campaign funds.

The Village Clerk will review reports for timeliness of filing, typographical and mathematical accuracy.  It is the candidate’s responsibility to ensure that the information contained in the reports is true and correct.

QUALIFYING AS A CANDIDATE:

In accordance with Section 5.05 of the Village Charter, the qualifying period for the General Municipal Election on November 3, 2026, will begin at 12:00 p.m. on July 20, 2026, and end at 12:00 p.m. on July 31, 2026. All candidates must submit the required qualifying documents and fees to the Village Clerk within this period. Prospective candidates are strongly encouraged to schedule a meeting with the Village Clerk in advance.

The following documents and fees are required during the qualifying period:

A nonrefundable filing fee of Two Hundred and Fifty dollars ($250) must be deposited with the Village Clerk at the time each petition is presented, and upon so submitting, concurrently therewith, the sworn statement of his or her name, address, occupation and willingness to serve shall also be filed. The name of each nominee for Commissioner or Mayor, who has complied with all requirements hereinbefore prescribed, shall be printed on the ballot as a candidate for the office of Commissioner or Mayor of the Village.

  • State Qualifying Fee (Paid by Campaign Account)

One percent of annual salary ($78.00 for Mayor – annual salary is $7,800.00, and $63.00 for Commissioners– annual salary is $6,300.00)

  • Petition Verification Fee – $0.10 per signature

  • Returned signed Petition forms – 50 signatures required
