Office of the Police Chief
The Office of the Police Chief provides the leadership and vision directing all Police Department activities and operations. The Chiefs’ Office includes the Police Chief, Carlos Noriega, the Deputy Police Chief, Samuel Bejar and the Executive Assistant to the Chief of Police, Ms. Ana Gonzalez. In addition to the day to day responsibilities of managing a full service, 24/7 police agency, the Office of the Police Chief is also responsible for coordinating all departmental training, fleet and quartermaster activities. The Office of the Police Chief also encompasses Professional Compliance related matters, including Internal Affairs, Background Investigations and Property & Evidence.
Police Chief, Carlos Noriega
Police Chief Carlos Noriega has served as a member of the South Florida law enforcement community for over three and a half decades, and he’s been the Chief of the North Bay Village Police Department for the past eight years. Prior to joining North Bay Village, Chief Noriega served approximately twenty-eight years as a member of the Miami Beach Police Department before retiring after a nearly five-year assignment as their Chief of Police. Afterwards, he moved on to the private sector where he held a couple of high-profile positions in the hospitality industry including one as a Vice-President for the Fontainebleau Miami Beach. In December of 2015, Chief Noriega was brought in to lead the NBVPD and bring with him a fresh new direction for the Agency. Applying his vast command leadership experience and implementing a strong managerial philosophy, which included an unwavering commitment of professionalism, accountability, and transparency, the Organization has exhibited a relentless pursuit to achieve excellence. During his current tenure, the Police Department has undergone an impressive array of positive and significant changes that have enhanced all aspects of the Organization. Having assembled a diverse Team of highly motivated law enforcement professionals, the Department has embraced superior community policing, the implementation and expansion of various specialized assignments, best industry practices, and raised the bar of performance in all areas of public safety. The Agency has also strengthened partnerships with the community, internal governmental layers, and external partnerships with all levels of the law enforcement community. Chief Noriega is currently leading the Agency’s ambitious law enforcement track to become accredited by the State’s Commission for Florida Accreditation, implementing cutting edge police reform policy and training initiatives, and has further integrated progressive technology to include a robust Body Worn Camera Program into the Organization’s structure. In addition to his vast knowledge and experience, Chief Noriega graduated from Florida International University with a Master of Science Degree in Criminal Justice and his extensive law enforcement training history includes graduating from the internationally recognized and prestigious FBI National Academy for command personnel. Chief Noriega has also been a long term active member of the Miami Dade County Association of Chiefs of Police, the Florida Police Chiefs Association, and the International Association of Chiefs of Police.

Deputy Police Chief, Samuel Bejar
Deputy Police Chief Samuel Bejar is a highly accomplished law enforcement
professional with extensive experience spanning more than 40 years of law
enforcement service. His background includes positions with the Miami Beach Police
Department, Florida Division of Alcoholic Beverage & Tobacco, US Department of
Justice – High Intensity Drug Trafficking Area operations, US Department of State –
Bureau of International and Law Enforcement Affairs, and the Florida Office of the
Attorney General. He has held numerous supervisory, managerial and senior staff
positions throughout his career. His assignments have included both operational and
administrative responsibilities with significant field (traffic enforcement and patrol
operations), investigative (internal affairs, narcotics, homicide) intelligence, information
technology (forensic), teaching/training and financial (grants, budgeting, payroll-HR)
strengths. He has also held positions with the Miami Beach Police and Fire Pension
Board, and numerous positions with the FOP William Nichols Lodge #8 including State
Trustee, Contract Negotiations Team Member, Grievance Committee Chairman and
Vice-Chairman of the Labor/Management Committee. He is a member of the Florida
Police Chiefs Association serving on both the Highway Safety Committee and the
Professional Standards Committee. He is also a Life Member of the International
Association of Chiefs of Police. Over the course of a distinguished career, he has
received many law enforcement and community honors and awards. He is a graduate of
Florida State University, Penn State’s Police Executive Development Program and
holds a Masters in Public Administration (Summa Cum Laude). Currently Deputy Chief
Bejar serves as the President and CEO of the Miami Dade County Association of Chiefs
of Police.
